Bibiana “Bibi” Lopez-Yang is a war veteran suffering from PTSD, after her platoon was killed, leaving her a sole survivor with electric superpowers. Returning home, she finds that San Francisco has become the testing ground for a new form of police; the Morrow tech company has stepped in to curb increasing crime, particularly from the Salvation Gang, with their Guardian robots and cybernetics. As the fighting between the two escalates, Bibi finds herself caught in the middle.
